Thanks for your answer
but I forgot to say  I am working with mac os.
I attempted to reproduce the same behavior without success on mac os:
I tryed to associate with the application and it doesn't work for me.

I also tried

open -a /Applications/BlueJ\ 2.1.3/BlueJ.app Desktop/semaforos/bluej.pkg

and

open -a /Applications/BlueJ\ 2.1.3/BlueJ.app/Contents/MacOS/ 
JavaApplicationStub Desktop/semaforos/bluej.pkg

no more success

It seems that the problem comes from the application bundle   
generated for mac os since:

java -jar /Applications/BlueJ\ 2.1.3/BlueJ.app/Contents/Resources/ 
Java/bluej.jar Desktop/semaforos/bluej.pkg

succeded in opening the project.
