The message about tools.jar not being able to be found is really just a 
warning. It means that BlueJ can't locate the actual tools.jar file; the 
classes within it, however, might still be accessible (if it happens to 
be on the classpath). In other words, tools.jar being on the classpath 
is not enough for BlueJ to be able to locate the file itself (hence the 
message), but it should be enough for BlueJ to run.

I don't understand why you couldn't open a project when you launched 
BlueJ in the way you described, however.
